Where I live concrete is the best solution but... The local government planners have issues with what a shed is. A shed is a moveable structure with (I think) a maximum size. You do not need a building permit for a shed. If the building is attached to the concrete it is a garage or barn and is subject to building codes, inspections, and taxation. In fact, in my county anything that is concrete gets taxed per square foot. This includes sidewalks (privately owned), and driveways. My shed has a treated plywood floor with a treated wood frame sitting on old railroad ties that are buried on a gravel bed.

We're in the middle of making a concrete base slab for a new storage shed.  It makes for a nice, clean floor, plus offers stability.  We're extending ours beyond the edge of the shed in order to have room for plant pots, etc.
