Have many small boys and very few TVs left. Need help configuring this TV shelf suspended from wall cables, please?

We're down to the very last tv...the one my husband had before we were married...the 13 inch remote-less one on which all the people look slightly jaundiced.  This tv is already on top of a dresser and it's like Times Square for my boys to watch it as it is.  But, just like mama said,  they are growing so the TV must go higher. 

There's a pic of the shelf I want in that "trading spaces: make it yours" book--essentially looks like a deepish wood shelf suspended by metal cables.  No instructions.  Just lovely pic.  I suspect that anyone else looking at the pic would not even bother w/instructions--self-explanatory and how simple can it be? and all that.  But such a person I am not.  And well, even tho the boys now outnumber our TVs, we're fond-ish of the boys and don't want that sole tv to fall on their many red headsduring "Curious George", so I don't want to wing it. 

 Anyway, any ideas on how to build it?  Have tried all Trading spaces routes w/no success.  Acc. to the book (never much seen the show) Gen came up with this idea and it's on page 21.  Yeah, I know, but mothers are hopeful beasts and so I'm hoping....
