Sealing windows in old building

I rent an apartment in Fredericksburg, VA. I'd say the building dates back to the 1800's but I really have no idea. Either way, it's really freaking old and thus needs a lot of upkeep which my landlord sucks at. I was having mold issues in my bedroom and closet and so was the building as a whole, so they resealed our windows and that seems to have stopped the problem. BUT, my roommate's window was so rotted out that they need to do some extra repair on it and reseal it.

Well, they keep claiming that to do this work the temperature has to be JUST RIGHT or it won't work. It was too cold, now they're saying it's too hot to put the sealing on. My question is: are they totally bullshitting me? This sounds like it could be true, but it's been going on since last October. Now my roommate is moving out ebcause she had a baby and so I need to find a new roommate, which will be pretty difficult when this room progressively gets worse as water gets in the walls. The ceiling is peeling off, the walls are peeling back, and we can't put the A/C in until they fix the window. I know my landlord/tenant laws but I don't know how sealant works. Anyone know anything useful? Thanks!
