Sealing windows in old building

I rent an apartment in Fredericksburg, VA. I'd say the building dates back to the 1800's but I really have no idea. Either way, it's really freaking old and thus needs a lot of upkeep which my landlord sucks at. I was having mold issues in my bedroom and closet and so was the building as a whole, so they resealed our windows and that seems to have stopped the problem. BUT, my roommate's window was so rotted out that they need to do some extra repair on it and reseal it. Well, they keep claiming that to do this... »MORE
