My wife and I (and a few friends) made several strings of these one Christmas using just your old fashioned incandescent bulb lights. I found that they never got hot enough to really pose a threat to the paper. I suppose putting paper right next to any kind of electricity carries risks, so it's probably better to use new lights instead of old string where wires might be exposed.
