badbadivy: In my experience, yes they'll come out. It's a public safety issue, and they would typically rather address a nuisance than an injury. :-)
You can even be all concerned when you call, "I'm really afraid that one of those poor hoodlums, um I mean kids, will get hurt!!"

Ryan: I was just kidding about calling 911, I hadn't thought of calling the non-emergency police, though. Do you think they'd come out for something trivial like that?

What should you do? Don't call 911, just call your local police non-emergency number and report them. They'll likely send out a cruiser and if you call enough times they'll get the picture.

It's all about the adult being a rebellious brat (Nobody's gonna make ME move!) and having a power-trip. You don't want to try to out-power-trip him, it sounds like it would get ugly fast. The adult could well goad the kids onto doing some property damage on your place, and who knows what all. You could try loving them into being your friends- but basically if you don't have recourse to prayer to Jesus & praying those people out, you're out of luck. I'd take the prayer route myself, I know it would work.
