How to turn a concrete wasteland into a place I can hang out?

By Moila I am a renter and I live in a back house which is totally surrounded by concrete and junk. There are 4 cars outside my door, dead plants, and crap ranging from old huge TVs to plastic buckets, to scarps of metal. it's a total mess.
