Now about kitties and highrise balconies. That could be scary for sure. Our back deck is at least ten feet off the ground and Mollee, our new kitty likes to come out when we water our container veggie garden. At first she'd climb between the ballustes and walk around the outside scaring the heck out of me. We've taught her now to not go out there. However, ten feet is one thing and a high rise is another. Will the owners mind if you weave something through the grills and somehow block below the grill so it wouldn't be able to get out to fall? For the grill part you could even use the heaviest clear vinyl you can buy by the yard at most if not all fabric stores. Not sure what you put in the area aboe the floor and the bottom of the grill unless you have potted plants. A row of window box ones would be plenty tall enough. Plant grass in one and cat nip in another one for it's pleasure.
